Cleveland is ranked the second poorest city in the nation. The number of residents living below 200% of the federal poverty line is estimated to be 61.3%. Poverty is associated with poor health outcomes including drug use. Substance abuse is more prevalent in lower economic areas, as it can be a method of coping with financial and food insecurity.

Every shelter in the city operates at capacity, with overflows running every day. There are so many people in need.
